QML: Wheel scroll does not work within the control spacers in toolbar editor

Ideally, there should be only one parent MouseArea that is dedicated for wheel scroll, instead of handling the scroll in control, footer, and spacer (missing) MouseAreas.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
