VLC 4: Interface customization lists scroll on their own

The interface customization window has lists which scroll on their own just by hovering over the icons in them, which is incredibly confusing and unexpected behavior.

Additionally the big list at the bottom has no always visible scrollbar, making it even more confusing as it is seemingly changing its contents for no reason whatsoever.
