VLC 4: Main window lacks expected shadow on Windows

The new VLC 4.x main window lacks proper window shadow on Windows, making it impossible to tell if it is in the forground or backrgound and distinguish it from other white surfaces.

Additionally the window should probably have a border like other Windows windows.
