VLC 4 nightly plays no audio with webm video

VLC 4 nightly (v https://artifacts.videolan.org/vlc/nightly-win64-llvm/20210327-0420/) doesn't seem to play audio on mkv files with webm video on Windows 10.

The same file works in VLC 3.0.12.

Sometimes this happens with seek, but in this test case, it stopped playing audio right away.
