Frame by Frame not advancing

I am using the current VLC version 3.0.12 64 bit version. For short videos less than a minute, the Frame by Frame feature will fail to advance the frame from time to time. I have to manually move the slider forward a little and it will forward a few more frames before it gets stuck again. Don't seem to notice this on longer videos. I searched and found a previous ticket posted 6 months ago with status of Bugs paradise. This is a feature I use a lot to measure time lag between events in ms. I hope you can elevate the status of this bug. I have attached an MP4 file that can be used to illustrate this bug. A useful feature to add would be to include the frame number in the time status.
