Outdated dkjson.lua fails decoding when using non-English LC_NUMERIC

#8854 (closed) partially fixed this (for encoding) but the failure still happens when using dkjson in a script for decoding.

It seems to have been fixed upstream in version 2.4 (released 2013) so we might as well update to a newer version of dkjson: http://dkolf.de/src/dkjson-lua.fsl/home
