Gamma color adjustment from nVidia control panel is not working in VLC media player 3.0.x

1. Windows 10 Enterprise x64 or Windows 7 Enterprise x64
2. VLC media player v3.0.11 Vetinari x64
3. GTX1650 SUPER or GT240 (latest drivers on both)

5. Steps to reproduce:

• NVIDIA Control Panel -> Video -> Adjust video color settings -> With the NVIDIA settings -> Gamma -> set gamma to 2.00
• Open any kind of video with VLC Player 3.0.x - there is no gamma correction
• Install VLC media player 2.2.8 - the gamma correction is working

6. Happens with every version of VLC 3.0.x branch since the beginning.
