VLC does not use frame-doubling deinterlacing on Windows for ATSC video streams

Operating system: Windows 10 2004 (19041.546)

VLC version: 3.0.11

Hardware: Intel NUC8i7BEK (i7-8559U, Iris Plus 655)

When I play a 1080i ATSC TV stream in VLC, I find that it uses "regular" deinterlacing (as opposed to frame-doubling), causing it to output 30FPS instead of 60FPS. This causes things recorded in 60FPS (most obviously sports programs, but also a lot of news shows, tickers, and things like that) to be quite jerky. If I play the stream in another player such as Kodi, I find that it uses frame-doubling deinterlacing and the result is smooth as it should be. I have a sample video that contains a ticker where the jerkiness can be seen. I intend to upload this to the sample server immediately after I create the ticket. The log file from playing back the sample video is attached.

I poked around in the advanced settings and couldn't find anything that looked relevant. I also tried all the different options under "Video>Deinterlace mode" with no apparent difference. Additionally, I tried the VLC 4 nightly build from today, but the video playback there was too broken for me to tell if this issue was occurring or not.
