VLC Doesn't Display Ratings for mp3 files

Steps to reproduce:

1. In VLC's "media library", add the "Rating" column
2. Add an mp3 to the media library (drag and drop), then start playing the file to encourage VLC to update its description of the file
3. If this mp3 has rating metadata, the rating column will remain blank.

This problem does not seem to occur for .opus files - it's mp3 specific.

The rating is encoded in an ID3v2.4.0 tag. The rest of this tag is being read - e.g. VLC displays the cover photo, title, etc..
