VLC omits end of FLAC file

I recently posted an issue where VLC was omitting the start of a WAV file, which was a problem that wasn't happening for an identical FLAC file; I've now got the opposite problem!

I've attached a FLAC file consisting of three beeps; on Windows 10, in VLC 3.0.11 and the latest Nightly, only the first beep is audible. Convert the FLAC to a WAV with FFmpeg, then play that WAV in VLC, and you hear all three beeps. (Open both files in Audacity, and they're identical.)
