flicker in transitions of exported mp4-videos from powerpoint

I have exported an HD720 mp4 video from powerpoint and played with the VLC. At the end of a smooth transition the video jumps back to the first image of the transition for a short period. Other players like MOVAVI-editor and the Windows Movies & TV app don't show this problem.

A short example of the problem is available at https://hidrive.ionos.com/share/uybp4wxv-m I have converted the mp4 from powerpoint with MOVAVI into almost the same mp4-format. This does not show the problem. The export from MOVAVI is added to the example-files.
