VLC freezes upon immediate quit in macOS

I initially filed this as ticket:24755 . It was closed (ticket:24755#comment:1) as a duplicate of ticket:24668 , but that bug is fixed in 3.0.11, and the one I describe is still present there.

Open a video in VLC.
As soon as the video opens, attempt to quit.
VLC hangs.
