High CPU usage while playing 60fps h264 with static picture (basically only audio/podcast)

OS is debian bullseye, vlc version is 3.0.10-2 as it comes from debian own repo. Playback device is thinkpad x200 with 1.86G core2duo cpu and 8 gigs of ram. Vga adapter this laptop has: Intel Corporation Mobile 4 Series Chipset Integrated Graphics Controller (rev 07). Kernel driver in use, as reported by lspci: i915
Problem is cpu usage of VLC while playing such video - static image over full video length, that should be kinda detectable as something that needs not much attention, only changing thing is audio... Shouldnt be too hard to play back, I guess. Yet VLC spends 75% of my cpu time while this video is playing. 120% if I choose to run it at 2x speed, like I often do, if content allows. Its mad cpu usage for what is basically audio, at least thats my impression of it.
Another question is ofcourse why ffmpeg is even showing any large bitrate where there should be nothing much, is beyond me. Dont know that much about that video/playback business, just reporting it from standpoint of common joe.
Purpose for reporting said issue would be hope, that perhaps it shows something unnecessary vlc is doing during such playback and if caught and rectified, will end up improving performance of vlc overall.
Feel free to request more information or tests, if you cannot confirm that behavior but it still feels like bug to your eyes.
