VLC 4.0.0 dev doesnt not display any interface on Windows 8.1

I tried vlc-4.0.0-dev-win64-c98b8e88.7z, deleted the whole %APPDATA%\VLC folder, but it just doesn't run properly on my Windows 8.1 machine. I got an unusable small window (like Ctrl+H mode) with a black screen and without any menus nor controls which doesn't react to mouse right click either.

OS: Windows 8.1

CPU: i7-4790

GPU: GeForce GT 720

On this computer I have no issues running other players like FFplay, MPV and MPC-HC. Internet browsers Firefox, Palemoon, Waterfox and Chromium are working fine as well. Other Qt based programs are also running fine.

All shares and discovery services are disabled by default on my computers, and I'm not using the Windows default folders for video and music storage.

I've also checked these preferences:

Use Media Library is unticked

Docked Playlist is unticked
