Global Hotkeys don't work in Linux (Mint 19.3)

Steps to Reproduce:

  1. Launch VLC 3.0.8 Vetinari in Linux Mint 19.3
  2. Set global hotkeys for play/pause, pause only, play only
  3. Start playing content
  4. Press hotkeys
  5. Minimize window to system tray
  6. Press hotkeys

Expected Behaviour: Content should play or pause when pressing the hotkeys, whether the VLC window is active or hidden.

Current Behaviour: Nothing happens when pressing the hotkeys.

Notes:

  • VLC does support multimedia keys via MPRIS, however, that gets hijacked by other MPRIS-supporting apps if they're running at the same time as VLC, e.g., Opera when a YouTube video is open.
  • Bug encountered on Linux Mint 19.3 using PulseAudio. Other Linux distros might be affected.
