Sound stutters

I am puzzled by this: the vids from my dashcam (DOD LS460W) cannot be played in VLC, but any other player works fine. The video is ok, but the sounds stutters to a level that it is unusable at all. Some observations: rendering the video in KDEnlive results in a correct video with correct sound uploading it in youtube results in a correct video with correct sound playing the video in XPlayer 2.0.2 results in a correct video with correct sound I haven't encountered this problem in other videos. And I am using VLC 3.0.8 on a Linux Mint laptop: see inxi.txt I uploaded a sample here: https://files.fm/u/nrbe53xu.

Whats worrying is that when i leave the video playing for a while (1 minute or so) the system becomes unresponsive and I have to restart by pressing the powerbutton !
