Corrupted video stream

Hi, I'm running VLC 3.0.8 on Windows 10 Pro x64 version 1903. Playing the attached video (which is a sample of a greater one) in VLC, the video stream appears corrupted, but if you play it in other viewers (I tried in Microsoft ZuneVideo, Windows Media Player, Avidemux, Google Chrome, Microsoft Edge), it plays well.
