VLC 3.0.7.1 does not display a VTT subtitle file

I am recording camera footage for a client which generates a depth VTT subtitle file. However VLC 3.0.7.1 does not display this file when playing the video file. This problem was repeated in an older version of VLC on a different laptop for the client running Windows 7. However video footage and subtitles are displayed normally in the Films and TV program in Windows 10.

After converting the VTT file to an SRT file format, the subtitles are displayed normally in VLC. This is a workaround but can this problem please be fixed. Thanks.
