MKV HEVC video stutter (all VLC v3 on Win8.1Pro64 i7-7820HQ with Intel HD630)
Many MKV video files encoded with x265 HEVC Handbrake exhibit occasional video stutter when played with VLC v3 (tested 3.0.0-3.0.7.1).
Sample here stutters at 00:09. Debug messages:

Reset Preferences does not help.\ Changing acceleration does not help.\ Does not stutter when played with MPC-HC.\ Does not stutter with VLC when copied to MP4 (no conversion).\ Hence appears to be MKV issue.
Notes:
- Intel Kaby Lake (i7-7820HQ) has hardware support for HEVC (link).
- Intel HD Graphics 630 confirmed as supporting HEVC in hardware here.
- i7-7820HQ has more than enough power to decode entirely in software.
