make warning/error panel key accessible

Most of VLC's panels can be through the system-wide shortcut "Move focus to next window" - this does not work for the Warnings / Error panel, which is annoying, since it tends to be in the foreground hiding the vout. This should be resolved by the new interface.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
