Recording function sometimes records from a different timestamp from when you press record

Sometimes using the Record feature will record a video from a different timestamp from when you pressed the record button.

This won't happen all the time, but when it does, it will always record from the same time if you try it again from the same approximate spot. It's as if there is something wrong with that particular time to start recording.

I have attached a short clip. This clip was originally recorded by Open Broadcaster Studio in MP4 format (Unsure what codec), clipped by VLC. If you try recording as soon as the clip starts 0:00 till around 0:07, it will record a 4 second clip instead of 7, where the start time of the clip is at 0:03 of the original video.

I use VLC to clip portions of my OBS recordings and many of them work perfectly, however occasionally I will not be able to get a clip because of this error.

Version 3.0.6 however this has been a problem for as long as I can remember.
