VLC hangs when rewind/forward m4a files with aac

Hi there!

First things first: I use the latest version of VLC (3.0.5) on macOS 10.14.2 I can't tell, if the issue already existed in VLC 3.0.0 through 3.0.4, since I just upgraded from the 2.x breach. Of course I tried turning it off and on again, as well as reinstalling VLC and so on.

Expected behavior: I frequently use the command + option + left/right button to rewind/forward. Like when playing any other video or audio VLC should immediately skip ten seconds.

Actual behavior: If I play a m4a file, which use the aac codec (only in this combination, not when I play a aac stream in any other container), the audio pauses and VLC hangs for roughly five seconds before the input is processed. macOS also brings up its famous beach ball and the context menu tells me to force quit VLC.

Accordingly, if I double tap the keyboard combination to skip twenty seconds at once, it takes twice as long before VLC does anything. I can reproduce this with any file, that uses this codec-container combination.
