Cursor Flickering / Failing to Disappear

I have uninstalled a reinstalled VLC, purging all the existing cache, and found that if I use any other custom skin (that is, unchekcing "Use native style"), including the default.vlt, my cursor will not properly disappear. Instead, it sort of flickers, as if it were being refreshed, and though it may disappear for a few seconds every once in a while, it always comes back to resume flickering.
I have tried enabling/disabling HW acceleration, changed video preferences to nearly all outputs such as D3D9, D3D11, etc, checking "disable screensaver" and altering the value in "Hide cursor after x milliseconds" up and down to no avail.
The bug is 100% repeated if I swap to any custom skin. Video file type and codec have no impact; the bug remains the same.
