Videotoolbox ignores videotoolbox-hw-decoder-only option to determine if it can handle HEVC

When using VT, there is the videotoolbox-hw-decoder-only option, when set to false, the Videotoolbox module incorrectly claims that VT can not decode HEVC, even though it can by using VT in software decode mode.

This is due to deviceSupportsHEVC() not taking into account the videotoolbox-hw-decoder-only option at all.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
