Files (AVI and MPEG-4) at 4fps and lower doesn't work (low fps)

This clip is 2fps. 1 frame every 500ms. The file buffer is 300ms. This results in late picture skipped issues and only renders the first frame, nothing after that (because they depend on the first frame?).
