VLC v3.0.4-Multicast Network Stream Freezes

I am using VLC v3.0.4, a IP camera, and multicast. I can repeatedly get VLC player to freeze the network stream within one minute of the stream rendering. If I open a second instance of VLC and connect to the same target the first instance of VLC will "un-freeze" and the second instance of VLC will then freeze within one minute also. I can continue to repeat this over and over again. Once the first instance "un-freezes" it will never freeze again after opening the second instance. I have looked at Wireshark, error logs, and adjusted about every parameter in the camera and within VLC's advanced settings that I can think of. Please help! I am using Windows 10 v1803, 64 Bit version.
