MPEG2-TS hw decoding of SD video slow in VLC 3.x on Android Philips TV

When I use VLC 3.x on Philips Android TV (QME163), the decoding of MPEG2-TS video in SD 720x576 is really slow (one frame every few seconds). Everything is running fine with VLC 2.x on the same device. Please find logs and sample video attached. Any hint what was changed between VLC 2.x and VLC 3.x and if there is a quick workaround by maybe selecting a different decoder? I also noticed on all my Android devices that deinterlacing is not working for these videos anymore. It was working in VLC 2.x.
