VLC 3.0.3 does not plays well a TS file

Hi,

I have Windows 10 64 bit.

VLC 3.0.3 does not play well this video, download it from this link: https://streams.videolan.org/issues/20836/

Every 6 seconds audio and video get like a "jump", you can appreciate it in 00:06, 00:12, 00:18, etc, but it is very noticeable at 00:06.

However, Media Player Classic (MPC 1.7.13 x64 edition) plays it perfectly.
