VU Meter Audio Visualization broken in VLC 3.0.3

Problem: Open any video file and play it. Go to Audio>Visualizations>VU Meter. The VU meter is displayed over the video window. At first everything looks like it is normal.

1. The VU meter window cannot be moved or resized. It cannot be closed. You have to close VLC.
2. Also, pause the video. Start it again. The VU meters don't work.

The problem happens all the time, with any video. This is new in v3. Never had a problem with VU meters in v2.x of VLC.

Tried installing nightly build vlc-3.0.4-20180611-0543-win64. Tried resetting VLC prefs and cache. That did not fix it.
