after a resize while fullscreen, vlc 3.0 doesn't show title bar until fullscreen->windowed

i use a program called sizer (http://www.brianapps.net/sizer4/) to resize windows and such, and one of the neat features of using it together with vlc is i can fullscreen a video and then resize/move it so that the video is without any adds (title bar, menu bar, etc.) and positioned and sized to my liking. this worked perfect with version 2 of vlc.

after version 3, if i move or resize a fullscreen video, when i go back to windowed (f key, double click, etc.) the window is shown without a title bar. this can be remedied by going back to fullscreen then windowed again.
