contrib: Harfbuzz does not install pc file anymore

After switch to cmake, no pc file is generated anymore. This makes VLC fail to detect that library.

This needs to be fixed before the next release.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
