VLC 3 has limited colour range.

VLC 3.0.0 3.0.1 and 3.0.2 have limited colour range so black looks like grey. Using Windows 10 with Intel Drivers on 5 different systems same result. Setting driver to Full Colour Range has no effect.

VLC 2.2.8 was fine but VLC 3 is broken.
