rtsp regression with 3.0.x, using hw decoding

Windows 10 64 bit fully updated. 32 or 64 bit VLC. rtsp stream displays correctly for about 3 seconds, then garbage, then correctly for 3 secs, then garbage, etc. Audio is fine. VLC 2.6.6 plays same stream fine. Tried both 32 and 64 bit April 16 nightly build with same result. Also 3.0.1 with same result. Rtsp stream produced by an FBE200 device. Tested both PC HDMI input to FBE200 and Roku HDMI input to FBE200. FBE200 and VLC on local LAN. FBE200 output is H264 1280x720.
