VLC 3.0.X does not play video that plays OK in VLC 2.1.3

I have a short 51 second video of my kids that plays OK in VLC 2.1.3 64 bit Windows 7 but in VLC 3.0.X 64 bit Windows 7 the audio plays but the video freezes. The video plays OK with Windows Media Player.
