VLC 3.x GUI missing in Windows XP 32bit SP3

After installing VLC 3.0 or 3.0.1, there is no GUI at all, VLC always starts in "command-line interface" mode. I've tried vlc-3.0.1-win32.exe and vlc-3.0.1-win32.7z with the same result.
