VLC fails to decode audio on MPEG2 MXF OP1A wrapped file.

Recorded by Harmonic video playout servers using MPEG2 LongGOP 12 at 35Mbps. This is wrapped in an MXF OP1A wrapper.

Whilst this can be played by other players and video servers, VLC will always fail to decode the audio. Video plays fine.

VLC instance: 2.2.8 Host OS: Windows 7, SP1 (however also demonstrated on Win10 and WinServer)
