VLC has no option to switch video display mode to allow frame rate accuracy of playback

I use VLC for some playback, but cannot use it for the majority of what I have as most content is 23.976Hz encoded MPEG/HEVC. While MPC-HC has options to automatically do a video card mode switch, VLC does not. Having content aware mode switch is a valuable feature for HTPC, as I can have any content at 23.976Hz output 1920x1080 (or 3840x2160) at 23.976Hz, 50Hz (for 25Hz or PAL), 59.96Hz or 60Hz depending on source content.

This prevents juttering in the video frame, as we have to use a 3:2 pulldown to display 23.976Hz content from movies or TV at 59.96/60Hz, resulting in motion that is not smooth.

This enhancement would enable a significant improvement in playback quality when there is a display device such as an HDTV or projector that can operate at these frame rates, rather than the typical default of 60Hz.
