709 full/partial color range videos are not displaying correctly on specific samples.

I have a couple videos that I've recorded with OBS, one as 709/Partial and one as 709/Full. Ideally, they should both play back and look approximately the same, but that's not the case.

Windows 10 1703

2.2.6: Partial looks too dark; Full looks about right.

3.0.0-20171004-0457-git-win64: Partial looks good; Full looks too light. Also, there's an issue where playback shows a green screen when the playlist switches from one video to another. I need to stop playback before playing to see video.

Ubuntu 17.04

3.0.0--git20171003+r71899+84-ubuntu17.04.1: Partial looks good; Full looks too light.

macOS 10.13

3.0.0-20170827-0449-git: Both videos look good.

3.0.0-20170905-0449-git: Can't see either video.
