Effects and Filters dialog always gets stuck off screen

Please see the attached screenshot, but basically a dialog box stubbornly stays off screen.

I reported it in videolan on freenode and they told me to file a bug report.

Deleting ~/.config/vlc, including the qt ini file, did not resolve the issue.
