Setting recording ratio to 1 for mp4 file recorded at 30 fps causes start frame to be save multiple times

I am using VLC media player version 2.2.6 Umbrella and trying to save individual frames like this:

Tools... Preferences. Show All Video->Filters->Scene Filter Set dir path: C:\dell\test (folder does exist) Recording ratio=1 Click on Filters under Video heading and select Scene video filter, click Save button.

Open file recorded at 30 fps and note that files are saved in designated folder but each file is exactly the same file - the very first frame of the file it seems.

I want to view individual frames from filming my tennis serve practice. saved using a Gopro hero 5.
