VLC doesn't handle Matroska/WebM with Opus using normal Blocks/BlockGroups instead of SimpleBlocks

This is with VLC 2.2.6 on Linux but I assume all versions are affected. When playing a Matroska/WebM file with Opus that uses SimpleBlocks, everything plays fine. Using the exact same configuration but having the muxer use normal Blocks/BlockGroups causes VLC to only play silence.
