Introduce Mirrors of VLC with Mirrors from SourceForge for VLC

This ticket is to the Mirrors of VLC the Mirrors from SourceForge that are all fast and working in HTTPS.

The list is huge and all in HTTPS: https://sourceforge.net/p/forge/documentation/Mirrors/

Actually SF have a VLC project https://sourceforge.net/projects/vlc but it may not be managed by VideoLan no-profit and it's not fully up-to-date (last release 2.2.4 while last official from VLC is 2.2.6).

This ticket is to activate a new account on SF managed by VideoLan and to keep aligned the SF project file repository in order to maintain the availability of all of the SF's mirrors.
