M3U8 Video freezeing

There is a very big problem with m3u8 files generally in VLC 3.x versions including newest nightly build. It does not affect all m3u8 links but many of them. Especially IPTV links. Those links are working fine under 2.2.4 version of VLC (some are freezing there too but after few minutes or never).

I will provide more links if needed. Those links have short live term so please be quick in fixing an issue.

Problems: After launching the stream the video works just for 2-4 seconds and becomes freezed. Audio is working fine. Main issue in console is:

core warning: picture is too late to be displayed (missing 134 ms) avcodec error: more than 5 seconds of late video -> dropping frame (computer too slow ?)

Stream works fine in older versions of VLC and other players such as XMTV Player. There are some versions of VLC 3.x that are working with those streams (ex. vlc-3.0.0-20170315-0250) but I can't use them (other issues).

Another big information is that newest 3.x version also can play ok this link if you select DXVA 2.0 acceleration in VLC settings. Only this option works, but it's useless for me -> I'm using VLC ActiveX and there is no acceleration of video possible. So problem persist.
