6.1 channel audio stream in MKV does not work

6.1 channel audio configuration setup in AAC-LC codec (in MKV file format) does not work. There is no sound at all or crackling. This bug is found in VLC 2.2.4 for Windows as well as VLC 3.0 nightly build for Linux. It is also not properly detected when displaying codec information (Linux version explicitely says "error").

It has probably been in VLC from the beginning because it is an open topic in VLC forum for many months without a relevant solution.

Note that the problem is not with the media files / MKV format because it works in Media Player Classic Home Cinema in Windows without any problems.
