EIA-608 not detected in MP4 container when muxed in video track

EIA-608 detected on MPEG-TS container but not in MP4 container.

the same video encoded as MPEG-TS and MP4.

i know that the MP4 also has EIA-608 subtitle because it's playable on mpv(depend on ffmpeg implementation).
