Pure glitch output with DXVA2 HW-acceleration

On the nightly builds vlc-3.0.0-20170413-0508-git-win64 (current at the time of writing) as well as vlc-3.0.0-20160619-0432-git-win64 (one of the earliest in the version 3 branch), VLC only outputs glitch art instead of the decoded video content.
