l10n disabled by configure on OS X 10.9++

When configuring VLC on OS X 10.9 or later, configure will automatically disable l10n even if it is enabled through the relevant flag.

checking for GNU gettext in libintl... no
checking whether to use NLS... no

The reason for that according to config.log is that libintl.a is not linked against CoreFoundation so the configure check fails.
