TS demux breaks on invalid PES timestamp

sample: ARIB/channel27_clear.ts

pid 256 packet 128 has incorrect PTS header. (marked bits)

When then going through pcr offset check, it is detected as offset from PCR and that offset is applied through the whole stream.

Note: we still not CRC check.
