VLC does not stay on top

VLC version 3.0.0 doesn't stay on top even though Video -> Always on Top is checked.
Fedora 24, kernel 4.7.9-200.fc24.x86_64 GNU/Linux. Used on Lenovo laptop with i3-4030U. I used this command to get logs: ''vlc --extraintf=http:logger --verbose=2 --file-logging --logfile=vlc-log.txt ''

After VLC start, I opened video file, let it play and clicked outside of VLC, then shut it down once it disappeared instead of staying on top.

To make the whole VLC UI on top, then you should use the always on top setting of the window manager (e.g. from the system menu).

VLC always on top only works in non-embedded video mode.

I am not sure what you mean. I used to work but after some update it broke. I was hoping it will be fixed soon but it's been months so I thought I will bring it up.

I'm using Gnome and I don't know how to set VLC on to from Gnome. If there is some trick how to make the Always on top work, can you please share?
