Time and progress indicator not updating properly for some mkv files

For some mkv files, where VLC displays the wrong frame rate (see #17125 (closed)), VLC (both OS X and Qt) interfaces will not update the time and progress indicator in a timely manner, instead it only updates every 3 to 5 seconds.
